Fractional CTO, Netherlands
Senior engineering leadership for a Dutch company, for part of the week.
A fractional CTO in the Netherlands is an experienced CTO who leads your engineering for part of the week, usually 2 to 3 days a week or 2 to 4 days a month, on a day rate instead of a salary, and steps back once your own people can carry it. Most Dutch companies that need senior technology leadership don't need it five days a week. They need the right calls made by someone who has sat in the seat.
I'm based in Flanders and work across the Netherlands remote-first, with regular days on site in the Randstad, in Eindhoven, or wherever the team actually sits. A fractional CTO is also called a part-time CTO. This page covers who the Dutch version fits, what Dutch law and Dutch costs change, and how I work with a Dutch team from across the border. If your entity is Belgian, read fractional CTO in Belgium instead.
Who this is for
- Randstad scale-ups with 15 to 60 engineers, where the leads are good engineers who have never run an organisation of this size.
- Brainport companies around Eindhoven where hardware, embedded and cloud software report to different people, and nobody owns the line between them.
- Family-owned SMEs of roughly 40 to 400 staff that depend on an ERP, a customer portal or a platform built by a supplier, with nobody senior who can check the work.
- Companies with a Dutch BV, where team changes run through Dutch employment law and, from 50 staff, a works council.
Who it is not for
- You need someone to build the product. A fractional CTO does not write your production code, and I don't.
- Your CTO seat is empty and the team is drifting. That needs the seat held, which is the interim form, not a few days a month.
- You can only pay in equity, or as a share of the savings. Day rate only.
- You need someone in the office 5 days a week. The work is remote-first with planned days on site.
The situations that lead to the call
- The team outgrew its lead. The developer who built the first version now manages 12 people, and both the code and the people are suffering for it.
- The ERP partner nobody can check. An implementation partner invoices every month against a change list nobody in the building can technically assess. The go-live moved twice.
- The hire that keeps not happening. The Dutch market for senior engineers is tight. The head of engineering search is in its seventh month, on a profile written by a recruiter.
- The plan no longer fits the team. The round came in smaller, or the market turned, and the shareholders or the bank want a cost plan with engineering as the biggest line.
How an engagement runs
Fractional work has a start, a rhythm, and an end. If someone offers you a fractional CTO without the last one, keep looking.
| When | What happens |
|---|---|
| Weeks 1 to 3 | The fixed-price diagnosis. Delivery data, the bills, the org chart against the roadmap, and interviews, most of them on site. You get a written report and a plan, in English or Dutch. |
| Month 1 | The rhythm set: a fixed day or two each week, or a fixed block each month, with one of them on site. One page of priorities with an owner per line. The decisions that were waiting for someone senior get taken. |
| Months 2 to 3 | The supplier contract reread, the hiring profile written, the cloud bill split into waste, debt and real cost. The internal lead coached into the bigger job. |
| Each quarter | A review with you, on site: what moved, what did not, and whether the days should go up, go down, or stop. The default direction is down. |
| Handover | The engagement ends when your own lead, or a permanent hire, holds the decisions without me. I hand over over the last 6 weeks, then leave. |
How I work with a Dutch team from Flanders
Remote-first does not mean remote-only. The diagnosis interviews, the quarterly reviews, the works council, and any conversation about someone's job happen in a room. Status updates, architecture reviews and supplier calls happen on a screen. From Flanders, Rotterdam, Breda and Eindhoven are a morning drive, not a trip.
I speak Flemish Dutch and English. A Dutch team hears the accent in one sentence, and it has never been the problem. The adjustment runs the other way: Dutch teams expect a decision to be argued in the open before it is made, and they push back directly. That is useful. I write the reasoning down before the meeting, so the discussion is about the trade-off.
What it costs
Day rates in the normal Western European band of EUR 1 000 to EUR 1 600, invoiced monthly. The diagnosis is EUR 9 500, fixed, agreed before the work starts. No equity, no success fee, no cut of a cloud saving, and no discount for a longer commitment. For a smaller company the shape is fewer days, not a lower rate, so the total stays in proportion to the business.
Dutch interim rates are usually quoted per hour. The published band for leadership roles, roughly EUR 110 to EUR 200 an hour, lands in the same place. Interim CTO day rates in Belgium and the Netherlands has the sources. The engagement runs business to business: I invoice from my own company and do not go on your payroll.
What a Dutch engineering team costs
Against a full-time CTO, the question is not the day rate but the days you actually need. A senior Dutch software engineer earns about EUR 6 375 gross a month and a lead about EUR 8 125. The statutory employer cost adds roughly 27 percent on 12 months of gross, so a mid-level engineer costs about EUR 76 350 a year.
The 30 percent ruling does not lower that cost. It lets a qualifying hire from abroad take up to 30 percent of salary tax free, 27 percent from 2027, which is why Dutch offers to international engineers look higher than the gross suggests. Every figure is sourced in the Benelux engineering cost benchmark.
When the team has to get smaller
Ending 20 or more contracts within 3 months in one UWV working region triggers the WMCO notification, and settlement agreements count towards the 20. For business-economic dismissals the reflection principle decides who goes, not you.
There are two routes. A UWV permit takes roughly 4 to 8 weeks per case. A settlement agreement is faster, carries a 14-day reflection period, and usually pays above the statutory transition payment of one third of a month per year of service. Realistically it takes 3 to 5 months from the first conversation to a smaller organisation. Right-sizing in the Netherlands: WMCO, UWV, and the timeline walks through it. I run it with a Dutch employment lawyer in the room, never instead of one.
What it looked like in practice
Four engagements, anonymised and shifted enough that no company is recognisable. The orders of magnitude are real.
- The portal shipped in 11 weeks. Owner-led SME, 60 people, eighteen months of supplier delay. EUR 180 000 a year off the agency bill, the lead developer promoted into the job. 18 days of my time in total.
- Cloud bill down 42 percent. Scale-up on AWS. From EUR 74 000 to EUR 43 000 a month in 5 months, no layoffs, no re-platforming, at one day a week.
- 45 engineers to 22. Series B SaaS. Weekly releases again after 4 months, payroll from EUR 4 000 000 to EUR 2 000 000.
- A founding CTO replaced, nobody lost. Series A, 28 engineers, an 8-month bridge. Zero regretted attrition.
The first two are fractional work: a few days, a narrow problem, a big number. The last two needed the seat held, which is interim.
Fractional CTO, full-time CTO, or your supplier
| Fractional CTO | Full-time CTO | Agency or ERP partner | |
|---|---|---|---|
| Time | 2 to 3 days a week, or 2 to 4 days a month | Full time | Whatever the contract buys |
| Commitment | Monthly, reviewed each quarter | A permanent contract, Dutch notice and a transition payment | The contract term |
| Best when | The problem is real but not 5 days a week | Engineering is big enough to need a leader every day | The work is well specified and someone senior checks it |
| Ends with | Your own lead holding the decisions | It doesn't, by design | Renewal |

Frequently asked
What does a fractional CTO in the Netherlands do?
A fractional CTO takes on the responsibilities of a CTO for part of the week, over a defined period. In practice: the roadmap challenged, the supplier and hiring decisions made with you, the cloud bill read by someone with no stake in it, and an internal lead coached into the bigger job.
How much does a fractional CTO cost in the Netherlands?
Day rates in the normal Western European band of EUR 1 000 to EUR 1 600, invoiced monthly. The diagnosis is EUR 9 500, fixed. No equity and no success fee; a smaller company buys fewer days, not a lower rate.
Do you work with companies outside the Randstad?
Yes. Brainport companies and family-owned manufacturers in Brabant, Limburg or Gelderland are as much the work as Amsterdam scale-ups, and the south is closer to Flanders than the Randstad is. For the north, on-site days are planned further ahead and grouped.
Can the engagement run through my own ZZP or payroll setup?
Not through payroll. I invoice from my own Belgian company, business to business, with VAT reverse charged; an employment contract would bring Dutch notice terms into something designed to end. An interim agency or broker in between works, as long as the scope, the end state and the rate stay the same. A fixed mandate with a written end state is also the cleanest shape under the Dutch rules on false self-employment, though your adviser should read the contract.
You are based in Belgium. How does that work with a Dutch team?
Remote-first, with regular days on site. Interviews, quarterly reviews, the works council and every conversation about someone's job happen in a room; the rest happens on a screen. I speak Flemish Dutch and English.
Can you run a reorganisation under Dutch employment law?
Yes, with a Dutch employment lawyer, never instead of one. The WMCO threshold, the reflection principle and the choice between a UWV permit and settlement agreements shape the plan, over 3 to 5 months.
Is a fractional CTO the same as a part-time or interim CTO?
A part-time CTO is the same job under an older name. An interim CTO is different: someone who holds an empty seat full time for a bounded period.
